This does not seem a good idea. Usually has a base of plywood (brick in your case). Next black paper, be printed as a lawyer ask the substrate where you put the glue, then the tiles. What might happen if you apply the glue to the old tiles, stick not. You should then be in worse fit and further work. In my opinion, it is best to do the job properly and remove the old tiles. Before undertaking such work, make sure you understand, because you will need tools like a tile cutter, etc. It's great fun to work with tile, but it requires patience and knowledge. Good luck.
